“After graduating with a CAS degree in 2013, I stayed at Penn State for law school. I passed the bar exam in 2016, clerked for a judge in York County, Pa., and then worked in private practice at a law firm in the Philly area for three years. In June of 2020, I moved to DC to work as an attorney advisor with the Departmental Appeals Board of the U.S. Department of Health and Human Services. I work with administrative law judges to decide regulatory appeals of civil monetary penalties and enforcement actions imposed by the Centers for Medicare & Medicaid Services (CMS) against nursing home providers, clinical laboratories, home health care agencies, and other health care providers. My division also decides regulatory appeals of exclusion actions and civil monetary penalties imposed by the HHS Inspector General against individual and other health care practitioners.

If any of your students are considering pursuing a career in public health or are interested in joining the legal field, please feel free to pass my work email along. I would be happy to chat with them. They can reach me at chloe.thatcher@hhs.gov”
